Challenge

Washington State DVR was working to address long service waitlists, inconsistent engagement with clients, and difficulty meeting federally mandated performance indicators.

Staff were highly trained and committed, but communication approaches varied across the organization. This resulted in uneven client experiences and, at times, frustration for both staff and the individuals they served — limiting the overall impact of workforce training across the system.


Approach

We partnered with DVR leadership to design and execute a large-scale motivational interviewing rollout across the organization, built on fidelity from the start.

This work included:

  • Introductory and advanced motivational interviewing behavioral health training across staff roles
  • Ongoing skill-building and reinforcement over time
  • Integration of fidelity measurement through structured coding and coaching

Staff submitted recorded interactions, reviewed using validated coding methods, and these were then used to provide targeted feedback and support continued skill development.

This approach allowed DVR to move beyond one-time training toward a consistent, measurable model — one designed to improve service delivery and sustain outcomes over time. Measurable Outcomes

The results of this large-scale motivational interviewing rollout were both measurable and system-wide:

  • DVR eliminated a waitlist of more than 14,000 individuals, including some who had been waiting over five years for services
  • Federal performance outcomes increased from 57% of mandated indicators to 120%
  • Productivity rates among staff who reached measurable MI competency rose to 77%, compared with a statewide average of 52%
  • Customer satisfaction related to dignity and respect increased from 67% to 95%
